Fairness as interface

When review season comes, the record already exists: what each person committed to, what they delivered, what blocked them, in their own words, on a permanent trail. Scores are drafted by AI from a visible rubric and published only after a manager approves; the person scored sees the full basis and who approved it. Recency bias and memory-plays-favorites lose their grip.
